问:安理会就利比亚局势通过了1970号决议后,美英等国表示希望推动安理会对利比亚采取进一步行动。中方对此有何评论?第二、巴林国王哈马德责成王储萨勒曼负责与巴各派和阶层进行全国对话,中方对此有何评论?

  

答:关于利比亚局势,中方认为联合国相关机构的讨论应有助于利比亚尽快恢复局势稳定。安理会是否采取进一步行动,取决于利比亚局势发展及安理会成员协商的情况。我们认为,有几个原则应该遵守:一是要尊重利比亚的主权和领土完整;二是推动通过对话等和平手段解决利比亚当前危机;三是安理会应充分听取和尊重广大阿拉伯国家和非洲国家的意见。

  

我们对巴林领导人通过举行全国对话缓解国内紧张局势表示欢迎,相信巴林有能力、有智慧解决当前面临的问题,尽快恢复稳定和秩序。

  

问:近日巴基斯坦少数族裔事务部长巴蒂遭暗杀,中方对此有何评论?

  

答:中方对这一事件感到震惊,向巴蒂先生的家属表示慰问。我们相信巴基斯坦政府能够妥善处理这一事件,维护国家稳定与团结。

  

问:中方是否支持对利比亚进行军事干预,设置“禁飞区”?

  

答:中方认为,按照国际法准则,一国主权和领土完整应该得到尊重。我们希望有关国家能够按照国际法准则来处理相关问题。

  

问:利比亚领导人卡扎菲昨天发表讲话时几次提到中国,表示愿把西方国家在利比亚的经济利益转让给中国和俄罗斯等国。中方对此有何评论?

  

答:中东国家都是中国的友好国家。中方密切关注利比亚当前局势发展,真诚希望有关各方通过对话,以和平手段解决当前危机,尽快恢复社会稳定和正常秩序。中国一贯致力于在相互尊重、平等互利的基础上发展与各国的友好互利合作关系。

 

  

问:昨天中国警方约见外国驻京记者,强调外国记者在中国各地采访前需征得被采访人和单位同意。这是否意味着537号令已失效?

  

答:有关部门与一些记者进行沟通,目的是为了帮助大家更好地在中国工作。你提到有关部门找你们,我想可能是因为一些外国记者近日未经许可前往北京市繁华商业区采访引发混乱。希望你们能以正确态度对待。

  

我们已经反复重申,537号令仍是外国记者在华采访的指导性法令。对于外国记者在华进行正当采访,中方有关部门会依法保护记者的合法权益,并提供便利和协助。以前我们是这样做的,现在是这样,将来还会继续这么做。

  

问:我愿意遵守规定,也递交了采访申请,但警方的解释我不理解,你是否认为他们违反了537号令?

  

答:既然你这么执着,我愿意介绍一下了解到的情况。近日一些外国记者未经许可就前往北京市繁华商业区聚集蹲守拍摄,而且不听从现场管理人员的劝阻,长时间占道影响通行,严重扰乱了该区域正常秩序,也引起周围商家和行人强烈不满。执勤民警依法进行了疏导,没有听从民警劝导的记者被带离现场进一步谈话。我认为多数记者是去抢新闻的,但你们的确违反了规定,也确实影响了社会秩序。其中绝大多数记者都积极与警方配合,在警方疏导后就散离了,只有极个别记者与警方发生了冲突。

  

我想指出,如果有人不是为了单纯去报道新闻,而是想当什么“英雄记者”,以身试法,制造新闻,这不仅违背了职业道德,而且事情的性质也就发生了变化。

  

追问:你能明确告诉我们违反了中国哪项法律的哪个条款吗?

  

违反了去那个地方采访需申请的有关规定。不要拿法律当挡箭牌。问题的实质是有人唯恐天下不乱,想在中国闹事。对于抱有这种动机的人,我想什么法律也保护不了他。希望大家能够明智地认识这个问题。如果你们是真正的记者,就应按照记者的职业准则行事,在中国要遵守中国的法律法规。从前两次情况看,那些去蹲守的记者也没有等到他们想等的新闻。如果这两天还有人煽动、鼓动你们再去什么地方非法聚集,我建议你们及时报警,一是为了维护北京的治安,二是为了维护你们自身的安全和权益。

  

同时我想强调,中国的改革开放和稳定发展大局已经说明中国选择的发展道路是正确的。求稳定、谋发展、促和谐是全体中国人民的共同意愿。我们会继续坚定不移地走符合中国国情的发展道路,坚定不移地维护最广大人民的根本利益。任何破坏中国社会稳定的企图都是不可能得逞的。中国保持稳定和发展符合中国的利益,也符合世界的利益。

 

  

问:我们尊重中方的规定,但对这一规定如何实施感到困惑。以前允许的现在却行不通。按我们先前的理解,很可能无意中就违反了中国的法律法规。你能否解释一下?

  

答:你在中国工作了多年,相信你对中国改革开放这些年来的发展情况以及外国记者采访环境不断改善有切身体会。随着改革开放不断深入,外国记者在华采访环境日益宽松。但良好的采访环境需通过相互尊重、信任、理解、合作来维护。我觉得信任越多,合作越好,采访就会越顺畅、越宽松。

  

会后,有记者问及美国务卿克林顿近日称美中在争夺太平洋岛国影响力方面存在直接竞争,姜瑜表示,中国与太平洋岛国同处亚太地区,都是发展中国家,双方有着深厚的传统友谊和广泛的共同利益,开展互利合作潜力较大。进一步发展中国与岛国的友好合作关系是双方的共同愿望。

  

近年来,中国与有关岛国关系发展顺利,双方高层交往频繁,经贸等领域交流与合作稳步发展,在国际地区事务中保持良好沟通与协调。中方坚持在力所能及范围内向岛国提供真诚无私的援助,帮助岛国增强自主发展能力,实现联合国千年发展目标,受到岛国人民的欢迎。事实已经并将继续证明,中国与太平洋岛国发展友好合作关系不仅给双方带来了实实在在的利益,也为促进地区稳定、发展与繁荣作出了积极贡献。我们希望美方与时俱进,与中方一道,致力于发展相互尊重、互利共赢的合作伙伴关系。

On the afternoon of March 3, 2011, Foreign Ministry Spokesperson Jiang Yu held a regular press conference.

 

Q: After the United Nations Security Council adopted Resolution 1970 on the situation in Libya, the US, the UK and other countries call for further actions of the UNSC against Libya. What is China's comment on that? King Hamad of Bahrain has asked his son, Crown Prince Salman, to start a national dialogue with all parties concerned in the country. How do you comment?

A: With regard to the situation in Libya, China holds that the discussions at relevant UN agencies should be conducive to an early restoration of stability in Libya. Whether the UNSC should take further actions against Libya will depend on the developments of the situation in Libya and consultations among the UNSC members. We believe there are several principles to follow. First, to respect the sovereignty and territorial integrity of Libya. Second, to push for a peaceful settlement of the current crisis in Libya through dialogue. Third, the UNSC should listen to and respect the opinions of the vast Arab and African countries.

We welcome the efforts of the Bahraini leaders to ease tension through national talks and believe that people in Bahrain have the capability and wisdom to address the problems they are facing and restore stability and order at an early date.

 

Q: How do you comment on the assassination of Shahbaz Bhatti, Pakistani Minister for Minority Affairs?

A: China is shocked at the news and has sent condolences to Mr. Bhatti's family. We believe that the Pakistani Government can handle this issue properly and maintain the stability and unity of the country.

 

Q: Does China endorse the proposal of military intervention such as setting up no-fly zone in Libya?

A: We are of the view that the sovereignty and territorial integrity of a country should be respected in accordance with the norms of the international laws. We hope that countries concerned can properly address the issue according to international laws.

 

Q: Libyan leader Muammar Gaddafi mentioned China several times in his speech yesterday, saying that he was willing to transfer the economic interests of the western countries in Libya to countries like China and Russia. What is China's comment on that?

A: Middle East countries are all friends of China. China follows closely the situation in Libya and sincerely hopes that relevant parties can resolve the current crisis peacefully through dialogue so as to restore social stability and normality at an early date. China has always been committed to developing friendly and mutually-beneficial cooperation with other countries on the basis of mutual respect, equality and mutual benefit.

 

Q: Yesterday, some foreign journalists in Beijing were asked to come to the police and were told that if they wanted to interview someone, they had to apply beforehand and get the consent of the interviewee. Does that mean Decree 537 is no longer in effect?

A: Relevant authorities arranged communication with some journalists in order to help them with their work in China. You said the authorities came to you. I think that may be because of the turmoil caused by some foreign journalists' reporting activities without permission in a busy business district in Beijing. I hope you can deal with it in a right attitude.

As we have repeatedly stressed, Decree 537 remains the guiding regulations for reporting activities by foreign journalists in China. Competent Chinese authorities will protect the legitimate rights and interests of journalists and provide convenience and assistance for their legitimate reporting activities. That is what we have been doing and we will continue to do so.

 

Q: I want to follow the rules and I did file reporting applications, but I find the explanation by the police confusing. Do you think it is the police who violated Decree 537?

A: Since you are so persistent, I will share the information I get. In recent days, some foreign journalists rallied and took pictures without permission at a busy business street in Beijing, and refused to listen to the management staff on the site. Their prolonged presence affected traffic and disturbed the normal order in the area, causing strong dissatisfaction of the shopkeepers and pedestrians nearby. The policemen on duty tried to guide and disperse the crowd according to law. Those who refused to listen were taken away for further conversation. I believe most of the journalists were there with the hope of getting some scoops. But their behavior constitutes violation of rules and disturbance of social order. Most of the journalists were cooperative with the police and left the site under guidance. Only a few ran into conflict with the police.

I have to point out, if someone seeks more than normal news coverage, but try to make themselves "heroic journalists" by creating news stories at the expense of law, then that is not only a violation of professional ethics but also changes the nature of the whole thing.

 

Follow-up: Can you specify which article of which law in China that we have broken?

You have broken the rule that applications are required prior to reporting at that location. Don't use the Decree as a shield. The truth is some people are eager for the fray and attempt to create trouble in China. For those with that kind of motive, I don't think the Decree can protect them. I hope you can wisely understand the issue. A true journalist should act in accordance with their professional ethics and abide by laws and regulations in China. Besides, in the previous two cases, those journalists who gathered at that spot didn't get the news they were waiting for. If you receive further instigating message to make another illegal gathering in the coming days, I suggest you report to the police immediately for the law and order of Beijing and your own safety and rights and interests.

Meanwhile, I would like to emphasize that the stability and development that China has achieved through reform and opening up already proves that the development path China chose is correct. To seek stability, development and harmony is the common aspiration of the entire Chinese nation. We will continue to unswervingly follow the development path suitable for China's national conditions and steadfastly safeguard the fundamental interests of the overwhelming majority of the people. Any attempt to undermine China's social stability will in no way succeed. China's stability and development serve the interests of China and the world as well.

 

Q: We respect China's regulations, but are confused about how they are implemented. What was allowed doesn't work now. We may unintentionally break China's laws and regulations if we continue with what we understood previously. Could you explain?

A: I believe you know very well about China's development over the years since reform and opening up and the continuous improvement in the reporting environment for foreign journalists after working in China for so many years. With the deepening of reform and opening up, foreign journalists enjoy an increasingly relaxed reporting environment in China. However, it takes mutual respect, trust, understanding and cooperation to maintain a sound reporting environment. I believe if there is more trust and better cooperation, the reporting environment will become smoother and more relaxed.

 

 

After the press conference, some journalists asked for the spokesperson's comment on US Secretary of State Hilary Clinton's recent remarks that the US is in direct competition with China over influence on the Pacific island countries. Jiang Yu said, both being developing countries in the Asia-Pacific region, China and the Pacific island countries enjoy profound traditional friendship, share wide-ranging common interests and boast great potential for mutually-beneficial cooperation. It is the common aspiration of both sides to advance our friendly cooperation.

Over the past years, relations between China and relevant island countries have developed smoothly, with frequent high-level exchanges, steady growth of economic cooperation and trade as well as sound communication and coordination in international and regional affairs. China is committed to providing sincere and selfless assistance to island countries within our capability with a view to helping build up their capacity for independent development and achieving the UN Millennium Development Goals. Our efforts are well received by people of these countries. Facts have proved that the friendly and cooperative relations between China and the island countries not only bring tangible benefits to both sides but also make positive contributions to the stability, development and prosperity in the region. We hope that the US will keep pace with the times and join China's efforts in developing cooperative partnership based on mutual respect and mutual benefit.
